you copied some DVD to your HDD now you want to re-create it as a new dvd.
I don't think it can be done.

Vob/Ifo/bup files are raw dvd files. They should be in a folder called Video_TS. Simply use your favorite burning program and burn them as DATA. Your result will be a dvd that is playable on any dvd player capable of playing burned discs. Keep in mind, maximum size of a single layer DVD is 4.36 GB, so if your data is larger than this, you will have to burn to a dual-layer DVD, or compress the data to an appropriate size before burning, but compression will of course lose video quality.

Yup, if you have vob/ifo/bup files, that is basically dvd data. If you do anything to "convert" it, you'll lose quality, burn as data in a folder called Video_TS and you are good to go!
