How to enable sound?

I followed advice on web search a year ago and disabled the window start up sound via changing the programme line via the comand batch file. Now not only is there no start up sound, the audio comes and goes as well, more goes than comes actually
Can someone help?
Also I noticed there is no audio on the external device whenever I connect to the device. Are they not talking? There is visual though
