cannot delete firewall exception

I have installed and removed Windows Live Messenger a couple of times. I noticed that there are firewall exceptions for each install. I would like to clean up but cannot because the delete button will not activate. I have been able to clean up other exceptions with no problem. Why can I not delete certain exceptions.
