Vista - yellow bar of doom

when i go to such sites as yahoo and aol, a yellow bar pops up and tells me there is a license issue and will not display most of its content - new problem - any sugg? - thanx

oddly enough seems i have found the problem - i was unable to get updates from windows - pc was going crazy - and some hibernation problems due to my pc's clock not linked to windows main internet clock - at first it would not let me link to the internet clock but then unchecked the auto daylight savings time (maybe because the world changed the day we change our clocks back?) relinked to server clock and all issues went away - literally - hope this helps anyone - had me aggrivated for days - almost wiped HD and started over
