windows mail still not recieving mail

I have cut off the avg e-mail scanner and also Norton e-mail scanner and firewall, but still cannot recieve e-mails 'windows mail'. I know the problem is still in the security of some program though because when I start my computer in safe mode with networking windows mail recieves the e-mails. This is the message I continue to get.

Can anyone help
