Vista - Adding user

Don't if this is posted in the right place.
Problem....click on control panel/welcome center/add new users/add or remove user accounts........nothing happens.
Vista for Dummies said this is the way to add users.
Any ideas?

Thanks for the welcome.
I went to the tutorial, but ran into another dead end. This pc/vista was purchased a week ago and may have later version of vista.
As instructed I clicked 'start/search/for files or folders' and nothing happens. the choice was between 'for files or folders' and 'for people'.

try this:

control panel/user accounts and family safety/add or remove user accounts.
or if you are using "classic view" in control panel, the path would be: control panel/user accounts/manage another account

When following those instrutions, the pc clicks at 'manage another acct' and no window opens.
I am completely locked out of this nightmare software.

my first guess is , you are not logged on as an administrator when trying to make these changes.
