the requested operation requires elevation

WTF

every operation requires UAC
and a password (why?) under a domain.

when trying to disable the uac i get: the requested operation requires elevation

tried to elevate CMD but still get this message: the requested operation requires elevation

i can't login locally because i don't have the user password.

any change to get this message out the way?

some how log in to safe mode and disable UAC.

Are you the administrator of the PC? If not, you'll have to provide a password for every UAC prompt.

When you say every operation, do you literally mean everything from opening Notepad to cmd prompt, or simply whatever it is you're trying to do. Have you tried contacting your domain admin and explaining your issue? If you're just a user on a domain, then it wouldn't really be your business to circumvent a security policy. I get users in my domain trying all sorts of non-clever tricks to get around the policies I set, and they all find their accounts disabled and their boss gets an email from me (Commander or 1SG in my case in the military). Your best bet is to work with your admin's rather then against them.

It means you don't have the authority to do it.

You need to get a password with the authority to elevate it.

Maybe you need a domain admin account?
