You said that you got rid of Norton completely. Are you sure???? Please explain the steps you took.
Did you use the Norton Uninstall tool to remove any remaining bits of Norton?
If not , use it & report back.

Download and run the Norton Removal Tool

thank you once again for the reply. I have downloaded and ran norton removal tool. however, reliability and performance monitor still says that security center did not record an antivirus tool. what should I do?

It's possible that Norton remnants are still lurking in your machine somewhere causing conflict. [ this often happens.]
How confident are you at delving deeper into Computer - OS - Program files etc etc? [ to look for anything Norton / Symantec. ]
Another alternative would be to run the link below. I recommend the Slim one at the bottom. -
CCleaner - Builds
Reboot after it has finished.

JMH is right... or should be. Delete any debree from Norton using CCleaner and then check again. If still the same, try and also uninstall avast and then run a trial edition of ESET Smart Security (or NOD32 but I always recommend ESET SS instead). That should turn everything green.

Also just because Security Center gives a red light, that doesn't actually mean anything. If a spyware/antivirus program isn't registered with Security Center it will show red. For instance, if you had a hardware firewall instead of a software firewall, it would report red even though you were protected.

Both members are offering sound advice.

thank you for the replys, but security center itself is fine, all the lights are on and says that im protected, but the problem is that reliability and performance monitor says that security center did not record an antivirus, when in fact security center has. and I have already run ccleaner, ran norton removal, ran spybot, malwarebytes, registry mechanic, but these did no good. thank you for your support in advance.

I personally would boot into whatever programs I use for security and ensure they are enabled, running to the schedule I want, and are updated regularly (either auto or by myself). I suppose it's all about convenience. A person who does preventive maintenance on their car usually can spot a problem before someone that just runs until it breaks. Either way the capability to get it fixed is there, but one is going to be less of a PITA. It’s your data afterall.

Hi Nojo, what you are experiencing is quite normal with running Avast. I have used Avast for a couple of years and on different machines and the reliability and performance monitor has never recognised Avast and yet the Security centre does. I can assure you your security center will soon let you know if Avast is not working.:) Another tip if you used norton removal tool, go into your windows firwall settings / allow a program though your firewall / and uncheck the hole the  tool created in your firewall.
