Sytem Restore Not Turned On

PC keeps turning off and rebooting. I tried to do a System Restore and I got this message..."System Restore has been turned off by Group Policy. To turn on S. R. Contact domain administrator."

How can I turn S. R. on and why does the PC keep shutting down?

Group policy is a feature that allows a single or a small group of people to control a large number of computers while the actual users do not have similar control.

Your problem has not been seen before, by me, and is not common.

We have to find a way to disable group policy or the control it.
