Security centre disables on shutdown

Hi - new here. My laptop has developed an irritating issue - each time I shut it down or hibernate it the security centre disables on start up. I can't connect to the internet and when I click on Security Centre from Control Panel it just won't open (in fact neither will 'Connect to' from the start menu). To 'fix' it I've had to force a system restore each time and when that completes it tells me that security centre has been disabled. I'm then able to re-start it and everything is ok. I've checked and it's set to 'automatic' on start up.

Anyone got any ideas?
