Slow when any software that has the security logo on it

Everytime that I try to open a software that ask for permission, it takes a long time to open the app. How can I fix this issue. Thanks in advance

I give you an example, if I go and do right click on computer and choose propery and then I click device manger, it would prompt me the permission windows with the dim screem. After I click yes, the screen stay dim and it stay like that for a while.

It can be from not enough memory. Try a clean boot to see if it can be speeded up.

I did that and is still slow. I uninstall Norton antivirus and I boot up in safe mode and is doing the same when clicking a program that ask for permission, but with the safe mode the screen doesnt dim. Any other suggestion, BTW the laptop has 4 GB of memory
My desktop sometimes does this, it takes an eternity for the screen dim to appear, I often find that sometimes the prompt opens but doesnt take control of the screen, it's in the taskbar though, maybe you could try disabling UAC until you can find a fix, but it really isn't advised.
