missing windows security center, unable to start firewall

    missing windows security center, unable to start firewall

    I need help to recover windows security center on my Vista Home Basic laptop.
    It together with win.firewall and base filtering engine went missing from the loacal services, after I removed a virus from the laptop. I reinstalled the BFE and firewall back onto the registry and were confirmed present in the Local Services. But I couldn't start the firewall and have no security center. I am hoping you guys can help me how to recover the security center, thus enable the firewall to startup. Thank you in advance for any advices.

    The Security Center Service is turned off. There is a button "Turn on now" but does not turn on when clicked the "turn on now" button. I need to know 1) do I really need the security center when I have Trend Micro Titanium Maximum Security 2012 installed and working, if so, 2) How do I turn it (the security center) on?
