My windows defender has stopped working .When I try a down load , the defender pops up with this notice <>( This operation has been canceled due to restrictions in effect on this computer) <>Is there a fix?

Defender is part of Security Essentials.
Malwarebytes is double protection, leave Malwarbytes and Security Essentials.

The computer is looking good except it is awfully slow from a start up to when I can open my first program it takes about 4 minutes I have intel core TM Quad cpu@2.40 GHz 6.00 Ram memory When I run disk defrag . the computer is very fast the first time I open it up , then it is back taking its good old slow time.(All kinds of free space available)??? Any idea on this problem?
