Security centre not starting

I cannot get my security centre to start. I have tried to make it run automatically but it changes back to disable straight away. I also cannot open any internet explorer pages, I am using safari at the moment. I am unable to run malwarebytes as my laptop does not seem to allow it. I also cannot access any microsoft sites through safari.

Any help would be appreciated.

Welcome
Sounds like a typical case of malware. Try to run mawarebytes in safe mode.
Run your anti virus, in safe mode if necessary, too.
If you cannot get those to work, try to use eset online scanner. It uses a different method to scan and should work.
As a last resort, go back a week before the problem began, with System Restore
