Something odd with UAC

Hi all,
The first symptoms I had were automatic system restore points were not being taken.
I looked in the Task Scheduler and I see that ALL of the default tasks are failing with
80070005 (access denied) followed by 80070102 (timeout).

I reloaded one or two of them from a backup of the \windows\system32\tasks XML's,
but they still failed. I got an idea from somewhere, I disabled UAC and rebooted.
Now all the tasks are working. I don't think it's a Task Scheduler problem,
but something is wrong with the UAC mechanism.

Another symptoms is in the event viewer.
When you open events and click on / "More Information" - "Event log online help"
This would normally open a browser window and MS would show you more info about the error?
This only works when UAC is disabled. When clicking with UAC on, nothing happens at all .
I'm using my normal administrator account. I created a second, but the problems are the same.
Anybody heard of anything like this?

From the start menu type in services.msc. Find and double click on task scheduler. Under the log on tab make sure that local system account is selected. Also make sure that task scheduler is enabled. From the task scheduler management console I see that system restore is set for system. Validate that this is correct.

This problem was solved after I used a repair utility from tweaking.com.
This program reset the registry permissions to give full access to System and Administrators.
After that, the UAC problem cleared up, Scheduled Tasks (in general) were working again.

Is there a way to regenerate the task XML's in \windows\system\tasks ? What if they get corrupted?
Do you need to install a new version of Vista just to get them?

The only thing that I could think of would be a full backup.
