Unable to download Windows Installer 3.1

Can somebody please please help me? I am trying to download the windows installer 3.1 but it keeps saying unable to download because not enough storage or something. Now I tried these steps below suggested by another site but it didn't work for me

HKEY_LOCAL_MACHINE
\SYSTEM
\CurrentControlSet
\Services
\LanmanServer
\Parameters
IRPStackSize DWORD (15)

This above has not worked for me. I have a 64bit vista under parameters they have dword which is for 32bit and qword for 64bit I chose qword but i was not able to type in IRPStactSize so I'm stuck. I just bought a pc to tv software and the requirements to watch it is that I have to have the latest media player 11 which I already have and the latest real player which I already have and .NET framework 2.0 which I already have and you have to have windows installer 3.1 which I do not have. This is the only thing preventing me from watching my pc to tv software. So can somebody help me download this windows installer 3.1 onto my 64bit machine thanks

Re: Unable to download Windows Installer 3.1

If NullSessionPipes is correct and you still have trouble check other phrases in key
HKLM\System\CurrentControlSet\Services\LanmanServer\Parameters ->my image in post 2.If other phrases you have OK also, try to install SP2 for Vista from Microsoft Download Center (if you don't have SP1 you have to install it before)Download available for Standalone Vista SP2

FYI
When you install SP2 you don't need install Windows Installer because the newest version is already included in SP2

And no more idea

You are absolutely right after the fact, when I did not hear from you, I contacted Sony Vaio support for help and they fixed the issue for me in like 2 minutes by remote access and then said something like what you said above that something was already installed on my machine and said that the windows installer 3.1 was for xp users also. And they were able to set up my tv on pc software. So everything worked out thanks to sony vaio support. But you were helpful a little also. Thanks for your help

It really is amazing how some people does not mind their business and is probably has the lowest IQ in history. I sure hope you weren't talking to me because I'm a newbie with no knowledge about regedit or run programs or windows installer and that's what newbies do, they ask questions FOR HELP. Now if this is the attitude newbies are going to get when they ask a question then they should just shut the forum down either that or get rid of pacintaly because it makes no sense to call it a help section when instead you have other members insulting newbies. Absolutely improper and a waste of time and please stop kissing people's you know what.
If this is what this forum is about they should get rid of people like you if this forum condones this kind of behavior then they should shut the forum down.

And P.S.
Kudos to Flavius because he has helped me a little and has not insulted me so kudos to you Flavius
