For the last 3 days Windows Update says I need to download KB954430 (Security Update For Microsoft XML Core Services 4.0 Service Pack 2) and KB973688 (Update For Microsoft XML Core Services 4.0 Service Pack 2). I have successfully downloaded and installed them 3 times now. Why does Windows Update keeps saying I need to install them each day.

First you have to check thoroughly you have really installed these updates -not in Windows Update history only in Programs and Features>>View installed updates.
Sometimes in update history are false information.

If in View Installed Updates you have installed these hotfixes that probably they are incorrect installed and you have to uninstall them and install them again. If there are not these updates that means you have never install them and in this case follow below:

1.Run cmd.exe with admin previlliges (right click on cmd.exe as admin) and type:

sfc /scannow

2.Reset WU components in aggressive mode How do I reset Windows Update components?
3.Reset WU libraries Repair & Fix Windows Updates with Fix WU Utility | The Windows Club
4.Verify security settings:Rizone Security Restore 0.2.2.228 | Rizone Technologies
5.Run readiness Tool Description of the System Update Readiness Tool for Windows Vista, for Windows Server 2008, for Windows 7, and for Windows Server 2008 R2

If you'll have luck one of these steps will help you,if not upload these files:

C:\Windows\logs\cbs\*.*
C:\Windows\WindowsUpdate*.log
C:\Windows\inf\setupapi.dev.log
C:\Windows\winsxs\poqexec.log
(if it exists)
C:\Windows\winsxs\pending.* (if it exists)
C:\Windows\Performance\WinSAT\Datastore\*.*
C:\Windows\System32\winevt\Logs\application.evtx

C:\Windows\System32\winevt\Logs\system.evtx

pack them and attache to post
