Vista SP2 Major issues after install....

So I will try to make this quick.

Please bear with me as I am not real computer savy after downloading and installing SP 2 for Vista my computer now will not reboot. It tries but always goes back to a black screen running a bunch of files and then sticks on this:

!! 0xc0190036 !! 2638/61650 (SBEServer.exe)

So here is what I have done to try and get it back on but nothing has worked:

Startup repair is a joke as it just gets stuck after about 5 mins of runtime

I have done system restore about three different times, but it seems that my restore points have been wiped out by whatever happened after install ? :confused:

I have tried to do start up in safe mode, safe mode with prompt, neither will work. They seem to launch and then they go to a black screen running alot of files and seem to get stuck on one in specific (did not write it down) and then it just freezes and I have to manually shut the computer down.

I have ran chckdsk and sfc both through command prompt, chckdsk found nothing and sfc will not run because it says the computer needs to reboot to fix and repair a problem ... lol (Hello, Really ? A Problem, that is an understatement) the computer will not reboot..

I also ran dell diagnostics from my hard drive there was no problem found through that as well.
I have read for hours and hours today not only here looking for solutions but anywhere that had any advice on what to do and it would seem I am far from alone.. I feel like the only option left is to reinstall my OS system wich in return will wipe everything off my computer, I wish that to be a last resort.
I do not have a copy of my files on disk, I thought system restore was for that right, so no luck there....

Any how if anybody has any suggestions it would be much appreciated as I am at a loss of what else I can do besides throw it out my window :)

I am running a Dell Inspiron 1720 , Vista 32bit with SP1 installed

Thank you so much for your quick response, I have a feeling I will be going with option #2, I did not know such a thing existed :) I hope it works, not alot of stuff I want to save just mainly pics I am worried about.... and yes the Factory Settings, Oh I can see how my day will be tomorrow.
