Windows update error 80070020 during install of KB982799

I'm helping a friend fix their HP Pavilion dv2610us laptop. The laptop has Vista Home Premium 32bit with SP2. I've installed all the missing Microsoft updates except the following update KB982799.

Windows update has tried numerous times to install it numerous times since the first attempt back in October, 2010 and it always failed with the error 80070020.

I tried following the instructions on the following page on how to address error 80070020 but none of the proposed solutions worked.

Windows Update error 80070020

Here are the things I've tried.
1) I tried disabling both Windows Firewall and Microsoft Security Essentials real time protection and then running Windows Update and I got the error 80070020.
2) I downloaded the update from the link above and then tried installing it in Safe Mode (as suggested the Microsoft.com link above) but I got the error "Installer encountered an error 0x8007043c. This service cannot be started in Safe Mode".
3) I tried installing it after a selective startup (as suggested the Microsoft.com link above) without startup items and only the Microsoft services and I got the error 80070020. This was NOT in Safe Mode.
4) I tried installing it after a selective startup without startup items and only the Windows Update service selected and I got a message "The update does not apply to your system". I know this update applies to my system since Windows Update automatically tried to install it so that error message must be coming up because I disabled one of the Microsoft services that it's looking for. This was also NOT in Safe Mode.
5) I tried running the System Update Readiness Tool from the following link to check if the computer had any errors.

Then I checked the following logs created by the tool but they both said "No errors detected".

C:\Windows\Logs\CBS\CheckSUR.persist.log

The difference between attempts #3 and #4 above is the Microsoft Services that are running. I really need to know which Microsoft service is cause the 80070020 error and which ones are required so that the update will actually run and not give the message "The update does not apply to your system" but there are too many Microsoft services to go through all permutations and combinations to figure it out. Can anybody please help me with any other suggestions as to how to resolve this? Thanks in advance.

Ok, I figured out which Microsoft service was needed so that I could run the KB982799 update file that I downloaded without getting the "The update does not apply to your system" message but I still got the 80070020 error message. The service that was needed was the "Windows Modules Installer" service. I basically started windows with no startup items and only a few services needed and I still got the 80070020 error. Here is a list of the services that were started.

Windows Modules Installer
Windows Update
Task Scheduler
Group Policy Client

This is the bare minimum of services needed to even start the install process but it still failed with error 80070020. Does anybody have any ideas?

Can I please ask you to copy to your Desktop the C:\Windows\Logs\CBS\ folder, right click on it > Send to > Compressed (zipped) folder, and upload that new file here?

The reason I ask for the whole folder is that I mainly need CBS.log, but I may also need the persists, as this problem started a while ago, and the rest of the logs are tiny, and no extra work to include, and may help me depending on what is shown.

The rest is just CBS trying and failing to fix the problem. What does this line mean? There is a component. The problem component.

It is currently in state 2, Resolved, "Specifies that all the manifests are present on the computer, but the files are not installed or staged."

It wants to be in state 7, Installed, "Specifies that everything is fully installed."

Don't worry about understanding this too much! But the problem has been identified.

I am going to try to uninstall the update very completely, and then re-install it. Sadly, this isn't very easy to do. I shall provide you with the extracted update, and proper instructions over the weekend, as I sadly don't have time now :(

However, if you are interested, here are the instructions (more aimed at techs) which I shall be walking you through. The pkgmgr.exe, and NOT wusa: Windows Update - Uninstall from Console Level - Windows 7 Forums

I shall take you through this tomorrow.

Thanks for figuring out the problem. I assumed that since both CheckSur logs said "No errors detected" that the system update readiness tool didn't find any problems.

There's no need to apologize for any delay in providing me with detailed instructions. I'm busy with a lot of work so I completely understand. I appreciate you taking the time to help me. I'll wait patiently for the walk through of pkgmgr.exe.

I'm probably a little more technical than the average person who visits these forums because I work on Unix systems. I work in I.T. at a bank and as part of my job I write programs in Oracle, Korn shell and Perl and I install Unix applications. Obviously troubleshooting Windows issues is not my area of expertise. I could probably figure out out how to use pkgmgr.exe with the update that I downloaded but I don't want to risk screwing up anything so I'll wait for your instructions.

Thanks for your patience! I had a feeling that you were more than the average user we get on here! I know that you could have followed those instructions, but it is much quicker for both of us to do it my way.

I have a self-written program which I can drop an .msu on, and it will create temp directories, extract the update, and it will open it for me, removing half of those steps.

The other half is done in a pre-written batch file I have. All I do is change the KB number. For you, a lot of working out commands, testing them, and the like (and it is difficult to get the hang of at first - I remember trying to figure it out for the first time!) For me, one drag and drop, and one number change.

Download the zip file attached to this post. Extract both files and the folder to the same directory - anywhere, could be a folder on your Desktop. Run Uninstall.bat.

Restart your computer when asked - it will take several minutes. Please close everything else first. Most importantly, do not do it at the same time as a Windows Installer installer. Once restarted, download the update from the Microsoft Download centre and install it (with fingers tightly crossed of course!) I don't know if this will work, but we can but try!

Thanks again for all your help and putting the uninstall package together.

I followed your instructions and ran Uninstall.bat but the laptop never prompted me for a restart. When I ran Uninstall.bat it prompted me for permission to continue so I did. I'm wondering if I should have ran it as an administrator even though I think when I gave the laptop permission, it ran the bat file as administrator. So I'm wondering what I should do now. Should I manually restart the computer or should I rerun Uninstall.bat?

Hello!

It doesn't always ask for a restart. If it flickers on a cursor for a few minutes, and then closes, success. If unsure, run it again, as this will cause no harm. Restart computer manually, and try to install from the Microsoft Download centre, and not Windows Update.

That was a combination of Windows Update trying to install that update every time in ran and then me trying to install the update a ton of times trying to figure out what was causing the 80070020 error.

I'm sorry to report that the install failed again with the same error. After I read your last posting I reran the Uninstall.bat, then manually restarted the laptop and then tried to install the update file that I downloaded which was Windows6.0-KB982799-x86.msu.

Should I try the whole process again?

Edit: Or should I try uninstalling again and then run the downloaded install file after restarting with selective startup as Microsoft suggested in their web page about how to address the 800700020 error?

I am so sorry for the delay. I completely forgot. Please accept my really sincere appologies.

Please try to install the standalone update once more (for the purpose of logging). Then STOP the Windows Update Service: http://www.vistax64.com/tutorials/59910-services.html

Now try to run the standalone update again. It is guaranteed to fail.

Now START the Windows Update Service again.

I know this sounds really strange. I have got start and stop the correct way around! It helps with logging!

Then please upload for me a new CBS.log (just CBS.log - the whole folder and persists not required).

As you requested I reran the standalone update twice and before I ran it the second time I stopped the Windows Update service. I've attached the compressed CBS.log file.

I'll patiently wait for my next set of instructions. :)
