bunch of errors after reformat

I recently just reformatted my PC and ended up with a lot of errors. When I start up the computer, it goes to "configuring updates set 3 of 3 0%" then the computer restarts itself after about 10 seconds and does it again. I have used C: -> cd windows/winsxs -> del pending.xml and it works, however the error appears again if I were to shut down and power on again.

Second, I can't open microsoft office or some other programs like photoshop because it gives me an error: "the application has failed to start because its side-by-side configuration is incorrect. Please see the application event log for more detail." I have tried all the solutions found online, but none work. This also leads to the third problem. One of the solutions was to download and install microsoft visual C++ 2008, but doing so gives me "error 1935 An error ocurred during the installation of assembly 'Microsoft.MSXML2,publicKeyToken="6bd6b9abf345378f",version="4.1.
0.0",type="win32",processorArchitecture="x86"'.Please refer to Help and Support for more information." Installing adobe reader also gives this error.

I was told to update to service pack 2, however I can't because it gives me "Installation was not successful The parameter is incorrect. Error: ERROR_INVALID_PARAMETER(0x80070057)" I have scanned my drives and nothing was wrong with them.

I really need to use these programs for school which starts up again tomorrow and this has been happening for the past few days. Please help.
Thanks in advance

You did a complete format of the drive which would wipe it clean I assume? Then you installed Vista (SP1 must be installed first) - what version & from where? Service Pack installations are tricky and usually need to be done with all antivirus protection turned off but make sure you are up to date to that point at least. Vista SP1 and under is no longer supported so it's going to be difficult to obtain help from somewhere like Microsoft on this.

I published a guide ages ago over at the McAfee Forums where I am Moderator.

See if anything there helps: https://community.mcafee.com/thread/2019 in particular the links to the direct SP downloads and on how to slipstream SP2 into an installation disk.

Meanwhile hopefully someone will spot this soon and offer more ideas.

When installing some updates, the system may boot once or several times. I'm not sure why you aborted it.

To fix the side by side error, you might click on microsoft .net framework 4 (client) in Programs and Features and select the repair option. After it's done, reboot. Of course, I'm assuming that .net framework is installed. It usually is for media editing software.
