    No System Restore

i have a dell inspiron 1545 3gb/250gb intel celeron d/core@1.66ghz.Recently lost my graphical icon at bottom(middle)of the screen that shows speaker on/off and horizontal bar that shows volume increase and decrease. One for brightness levels work and wireless icon as well. used to be able to fix it by doing system restore after first disabling anti tamper button in miscellaneous settings in Norton 2010.(previously system would not restore without doing this first).
i now cannot get the system to restore at all even with disabling said button.Tried several reset points back to last week when all was ok. No luck.Keep getting msg.saying system restore had not reset and did i want to try another reset point.
The Quickset.exe prog. is enabled as this used to be my prob. once before when i disabled it with Ccleaner,i had no icons for antenna, brightness or volume.
Main prob is getting system restore to work.
Don't have a Vista rescue disc, never got one when i bought the dell.
    Can anyone help?
