Can't Get Access to Docs & Setts Folder

I use Vista Ultimate and am the administrator - how do I get access to the folders with the little curved uparrow in front of the folders - especially Documents & Settings but there are a number of others as well. I have tried the "Troubleshoot access denied when opening files or folders" document and tried to change owner ship to me all to no avail - Please help anyone. Most annoying!

Are you talking about shortcuts?
If you right click them it should give the option go to file location
If they don't go to the correct file you can change that in the properties page of the shortcut.
