Cant tag or rate folders!

I have used the help menu and googled how to be able to tag and rate my folders so I can list them by the ratings. Everything I have found says to clock on "properties" of that folder then add the ratings and tags in the detail pane or to click on the folder and change the tags and ratings at the bottom of the screen. The details pane is not in the properties window and the details pane at the bottom of the screen is uneditable. Can someone please tell me how to change this so I can tag and rate my folders. I have included an image below that might help.

I suspect the documentation refers to the old XP Details Tab in the property page. Why they abandoned it I don't know.

That might make sense accept that in the folders list there are columns for tags and ratings. You can even see the starts in the background of the pic I attached.

Documentation is often the last thing updated. I still thnk the mention of details in the Property page refers to XP. As you say, it's not there.

edit: I haven't used tags or ratings. If someone knows how it's supposed to go I hope they chime in.

I've never seen that on a Vista system and I don't recall it on an XP one. That would have to be a functionality of the file system so you are probably thinking of something else similar such as files. However I suspect that you won't be able to do so with folders. Sorry.
