Windows update and MS blocking webcamera integrity utility why

Since the recent Windows update I am facing trouble and could not use Webcam, after long chit chat with Dell Japan I reinstalled the webcam/driver also external webcam. They can bee seen in Device Manager when I check.
BUT a while ago in the task tray a message appeared (English translation)
Some part of start up program web camera integrity utility blocked by Microsoft.

So, this is the problem I could not use webcam. I wonder how to unblock that?

Any help will be much appreciated

From what you stated, it seems that the webcam is trying to run at start-up, and is being blocked by Windows Defender or otherwise.
If allowing it to run at start-up doesn't work or it isn't listed, it might be an update confliction, try uninstalling the last updates you made to Vista.

You could also call Microsoft about it if the first option does not work, specify everything, there might be a patch to address this issue if it happens with other manufacturers of software.

Hi, than you very much for the detailed reply.
I do not know how to uninstall windows last update but for the time being I have uninstalled the external webcam and by the help of Dell Japan reinstalled integrated computer webcam which is working fine.
However, I prefer the quality of the external webcam.

Regarding calling Microsoft sorry to say I did before posting question here, but MS Japan is not like MS USA. I called MS Japan there are various announcements (for this press such and such) then they start a message "sorry all lines are busy at the moment". Interesting thing, no matter if you call early morning they will sing the same song.

Once again I appreciate your help.
