ATI Radeon 3650 HD corruption? Please help!

I've had this card for almost a year, when I first got it, all I did was put it in the motherboard, switch the the cable from the onboard to the PCI-E slot and then I used the disk to install the display driver/catalyst control center. ( I did not disabled my Intel 8 something express chipset/it seems that that was what I was supposed to do in order to install a new graphic card)

Ever since then I had this issue once that my screen would make a weird sharp sound for a second and the screen would then be scrambled with jumbles of disorganized lines of colors and it would turn off and and say it's not sensing the presence of the PC etc etc.

And when I reboot the Loading screen which saids Microsoft Window and a loading bar is strange because there are dots of red on certain Letters of Microsoft Window mainly Soft and Micro there are red dots there, and when the loading is over I would hear weird sounds and little blue pixel dots popping up and going away all over the screen. and then the Login window doesnt boot up I don't see the mouse cursor.
It would just be blank screen untill i turn it off, but that was a long time ago I managed to fix it in abrious ways and recently I would get the blue screen of death instead of the blank screen.

What I did after this was I format my computer and reinstall vista. and then I used the disk again, and when I did it told me to reboot and when I did the same thing happened......
So thus I reformat...again and then this time I use window update to automatically find my driver, this worked for awhile like the first time. But the same thing happened after a while, weird noise scrambled screen, i would continue to do this for a long time every month or so, but recently even when I do that when I reboot I get the blue screen of death. SO the last successful attempt I disabled my onboard card, reboot, switch to PCI-E slot( i had on onboard because i was too lazy to remove the card)reboot and then run in safe mode and uninstall driver( I even checked the box that said remove COMPLETELY) I had the notion that the display driver was corrupted) and then when i reboot again... it automatically installed it for me a green dot and a modem picture on my taskbar near the time... it said it was successful. I did this for two times. then the other time the auto install thing failed and i go to device manager and used the search online thing.it worked. But this time while i was watching anime it happened again. That was like 2 weeks ago,Did everything but auto install failed,i used the search function on the device manager found it reboot but i was unable to reboot it was the blue screen of death.

I overcame the problem by cleaning my graphic card, it had dust in it, and when i washed it, etc etc, afterwards I used the newly acquired method of solving the corruption by uninstalling the displa ydriver completely etc etc.

I did that the 2nd time after the latest incident to no avail.

So can someone who knows stuff like this please tell me what's going on? Because I spent like 80 dollars on the card and it's unfair that I can't run games decently or to be able to play decent game.

My Computer

ok...... have you updated ccc? or...... checked to see if it is something windows is doing?

Anything else?

I don't have the Catalyst Control Control (That's what CCC is, right?)
I only download the display driver, I did used it once but it's confusing and everytime I install it something seems to be a problem so I don't use it.
But I do use the latest version of driver, etc etc.

ANd I have no idea what windows is doing.

My Computer

hm.... its a very odd problem you have......... ok so you reinstalled vista.....
that takes care of the os issue.......... it could be something with the way the card works with the mobo...... try installing ccc (and yes that is catalyst control center :) ) and using it and see if it works...... if not....... i'll have some more ideas later

Right now I just finished cleaning my card, the last time i cleaned it there was no pixel thing when i boot up red dots blue dots, but this time even though i cleaned it there still was, and when i boot up it said i need to install update which is the display driver for the ati card since before this i went to safe mode and removed it, when i try installing it said it encoutnered a problem Invalid handle, do you know what that is?
IF i try to do it maunually or install CCC and when i reboot I would still get the blue screen of death.

My Computer

invalid handle?.... no i haven't..... oh just wondering have you contacted the maker of your computer?

It sounds like you are using an HP pc correct?

If you installed this new video card and arent seeing anything onscreen at startup, did you switch your Primary display from onboard to PCI-E in the bios?

and i also read back through your first post and saw that it did work at one time so it changed from onboard to PCI-E automatically.

The blue screening could be due to the presence of just a faulty driver. ATI has em and so does Nvidia sometimes.
