An error type 31 indicates a hardware fault ( System Error Codes (0-499) (Windows) )

Have you tried to download the drivers for your NIC card and reinstalling? If you're not sure which one you uninstalled, you could get the drivers for all of them and update and eliminate the guesswork. Do you know the make and models for your network cards? If not, we'll need to know that (if windows update isn't finding the drivers for you)

If you haven't opened your computer and installed a network card, you would go to whomever made your computer's website and go to their support page and look for the drivers.

NIC is your network card. Like I said, you go to the website of whomever made your computer (Dell, HP, Toshiba, etc...) and go to the support/driver section of their webpage and input your model (it'll be somewhere on the case/serial number) and download the network drivers/chipset drivers. Generally if you're not great with computers, you shouldn't just go uninstalling things. I did a google search for the intel wireless component you mentioned

Download Software, Drivers and Utilities Filters

however if this isn't the component that you need to install the drivers for, I can't help you unless you tell me something more specific like a make and model
