This is Illegal, And Also that is Normal for the Upload speed is Slower than Usual what you pay for is the Download Speed the Upload speed is Controlled by your Wireless Card or Ethernet Card that is why it is Slow for it cannot Handle as much Information

In Canada, Uploads are typically .5-8 Megs, Mines around 512Meg, while uploads vary, I get just under 10... However my folkjs get 5Meg down and still the same 0.5Meg up...
