im to a point were io know some1 is, my vocablry isnt up to par were i can explain how i know, but there nonthe less, i dont know if i should call the cops or who ever, u follow? if i knew how to deal with this i would. alot has changed in my 30 years

I would gather the proof, using the method shown above. Then go to the police if its important. You cant go and just say that I know, they want proof.
If its that important, maybe even your ISP can help
