Brought laptop on holiday cannot access internet

Oldish Toshiba laptop works perfectly well at home. Brought it to holiday home hoping to use for World Cup. Have passwords for both neighbours internet. Laptop displays both in available networks, but when it connects to either shows as an unknown network with local access only.
Our ipad connects perfectly, but of course will not stream the footy. I have lost count of the attempted fixes, removed / reinstalled network adapter, changed value of a couple of registry settings (as recommended by Microsoft), and have tried all potential solutions (at least the ones doable by an old git such as myself) I can find on the web.
makes no difference, exactly the same result on both neighbours internet.
Getting more than a little frustrated now.
its a Vista Home Basic system.
