can't restore System Restore

I've search online for instructions on how to re-enable System Reswtore on Windows Vista Home 64 bit and the instructions tell me to:

1. Click Start.
2. Right-click the Computer icon, and then click Properties.
3. Click on System Protection under the Tasks column on the left side
4. Click on Continue on the "User Account Control" window that pops up
....

I don't see the "User ASccount control. Can someone help me?

Do you have UAC turned on?

Hi Shawn. UAC is off. I'll try turning it on and see if that does it. Thanks
