Clock changes

New to Vista, I am a GM service technician and GM finally supports Vista in our
diagnostic software, so after using my Toughbook 74, Intel core 2 Duo, 32 bit- in XP (downgrade), just
installed a (clean) Vista Biz. I like the new look, learning the new OS adds a
new challenge.

OK, my clock keeps changing time zones, it has been to Montevido and Newfoundland.
I see no pattern other than it only changes on a boot up, never after system up and running. I do notice that when I change to eastern, the "Apply" button never goes actvive to apply the changes, I have made changes to everything in date and time and "Apply" never is active.

One other thing I have noticed in IE 8, my second web tab always dissappears as well, the first one never does, just the 2nd one.

Any advice would be great.

If it only happens on boot up, I'd have to first suspect the CMOS battery. I dunno how to get at it in a Toughbook - but the Panasonic support sight may help (registration required).
