Yes and no. It all depends on what format the video is in (AVI, MP4, etc.). A file with higher compression will occupy less space and take less bandwidth/download amount to download. Whatever format it is in, though, it will consume some bandwidth and download amount (I take it from the question that you have a monthly download limit from your ISP, correct?)

I should have been more specific sorry for that, I mean playing the same video in the same website in a smartphone and in a computer does use the same download size and bandwidth.

Yes, your device will format the data received based on the screen presented. Video doesn't get slimmed down in terms of download size like mobile versions of websites. Bandwidth will be just as normal as any other device really. Depending on the device you may receive bandwidth constraints with the wireless card in the device being the limiting factor whereas on a desktop the ISP is normally the bandwidth bottleneck.
