Error 203 at last disc

I have tried to burn recovery disc 3 times and every time I get to the last disc it stops and gives me an error 203. I've been through 36 disc. Has anyone successfully made a recovery disc? I'm reading these post and it starting to look more and more like a scam to make you buy one from them. Class Action Lawsuit!! Now I have a laptop with no OS.

Try booting into Safe Mode and running the Disc Creation Wizard from there.
To get into Safe Mode, rapidly tap the F8 key just before the Windows Splash Screen shows up.
