I'll answer ONLY the sfc /scannow now question :
1. it is sfc /scannow. There is a SPACE between " sfc " and " / ".
2. RE : elevated cmd..... right click at the cmd > click Run As Administrator.

Here is the complete step by step of running sfc /scannow:

Start button > search box type cmd > look up, RIGHT click on cmd.exe > click Run As Administrator > in that black and white cmd window, type at the flashing prompt sfc /scannow > press ENTER key.
Note : there is a Space between "sfc" and "/".
Sit back and wait. It will take some time.
When done, exit cmd window.
Reboot ( re-start your computer )

You have to open the command prompt as admin to run SFC.

You're not trying to run it from the guest account are you? Or is that a different question?
I am Not, I now see the SFC run As: I am at work now, so when I go back I will make sure/ Thank you.& TY t-4-2/ Guest acct; Is always turned off on this PC/

I am a Virus removal Tech for AVG. Should Of known better. I always use "RUN" for CMD & I think the space was not included :(

You received this message " Asking for Admin to elevate Council session ", because you did not click Run As Administrator.
It has nothing to do with misssing the space between sfc and /.
Please follow the step-by-step I gave you earlier.
