I am lost

I have problem with disk write protection, on my external drive, which I know who to fix...by running diskpart.exe. Here is the thing

Every time a run diskpart.exe through command prompt, I am unable to exit out of command window neither I am able to shut it down. Tried with task manager and that did not work.
Only way to get rid of it is to forcefully reboot the machine, because it will not restart due to command window being open.

any ideas?

I do that, including above action and press enter, and it still stays open...
