is it possible to make ur own vista startup repair usb that is bootable??

i have the blue screen of death

every option in safe mode switches to windows trying to boot normally
(including launch start up repair)

i just made a usb bootable with memtest86 (that returned no errors)
i would imagine it would have to be in a dos format?
