MS Paint in window Vista

I have Windows Vista installed on my Dell PC (OEM). I am unable to resize .jpg image in MS Paint by pixles. I have reinstall OS in PC as per Dell instrucion. Can anybody help me?

What happens when you try to resize?

I don't see this option in Paint either. I use the free Faststone Image Viewer. With that you can resize by pixels, percent, etc.
