No Windows Support and Help

No Windows and Help Support in ONLY my primary account. How can I transfer all my programs and files to another user profile that has Windows Help and Support?

The message I get when S and H never opens is:

"Help Topic Not Found

This content under construction
We were unable to retrieve the requested topic."
