Okay so I have a problem with my laptop.

Okay, whenever I start my computer it goes into startup repair, It does its scan thing, I then get a message saying that startup repair cannot repair this computer automatically and asks me if I want to send information about this problem or not. So I click the "Diagnosis and repair derails" link and it has a list of all the tests and they are all completed successfully, but at the very bottom of the screen there is something that looks like this:

I have tried reformatting and reinstalling the OS through startup repair but it just goes back to the main screen with all of the advanced options. My question is how do I fix this. Can I format through command prompt?

Yes you can. it must be done with administrative privileges, just type format /C: hit enter...
[note the space between format and /C:]
replace the C: with whatever drive you are trying to format.
