Lets start at step one
Make a full anti virus scan, download and make a full scan with malwarebytes.
If they are negative
If negative try this: http://technet.microsoft.com/en-us/library/cc727113(v=ws.10) If that does not work:
Make a full SFC scan if errors are found, run up to 3 times in attempt to correct the errors.
If that does not work, use system restore to go back a week before the problem began.

Rich thx for prompt reply.Followed ur directions with these results.
1. malwarebytes scan was negative
2. sfc verified and fixed corrupt files (retained the sfc log)
3. checking services\task scheduler shows enabled and started...however when I check "properties" everything is "greyed out".Under the "log tab" it is not checked "allow service to interact with desktop".Hope this sheds a little light on things for you.

Did you perform a full anti virus scan, too in addition to Malwarebytes?
How about system restore?

I did a full AV scan also and it to was negative. As for system restore I don't have a point that goes back prior to the TS problem.I have been searching for a solution to this problem for some time and have come here in hopes of finding the answer.I'm surprised with all of Windows diagnostics and logs that the source of the problem isn't recorded someplace.

I went through the trouble shooting guide and the only thing I found was for task RAC "run with highest priviledges" was not checked.Richard I appreciate you sticking with me on this but hate to be taking up so much of your time.

Dont worry about my time, I enjoy this.
In services go to task scheduler
Make sure all dependant services are on
When you see a dependant service, look for it in services and make sure its on or at least automatic.

Dependent services...RPC..DCOM...Windows Event Log...all "started" and set on "automatic".
This may be of interest for RPC and DCOM log on tab both show "this account" and show a "password" again everything is greyed out. While windows event log is set for "local system account"

This could be a problem with the registry, if it is nothing that we can do.

That would be very nice of you. That is what makes this a great forum, the sharing of information for the benefit of all. You know that I do wish you luck and hope you find the solution.
You may consider, getting an upgrade to 7. An upgrade is just as good as the full retail and only costs a bit over $100.00. I have Seven and love it.
