vista security center is off & can't be turn on

To Whom It May Con Cern;
I get a message that vista's security center is turned and can not be turned on. Does anyone know how to force it to come on. I have search on the wbe to find a selution bot I could not find ond and do not want to pay Microsolft to get their help. I am unimployed.
I would like to get it to work as soon as i can if it is posable. I do not want to redo this computer to factory defults sence this is the only problem I seem to have.
