why manually redirect to system32?

Why I have to manually redirect the driver search to C:\WINDOWS\system32 ?
It should be the firrst directory to looking for...
there is any way to fix it?
Let me better explain.
When I put for first time a USB device as flash memory, Vista ask to me the needed driver, and automatically looks for it. But never can found it, and I have to manually redirect the search to C:\WINDOWS\system32.
it is a nonsense!

after doing that i assume it found the driver? maybe its just your install of windows has decided to play mental on you. never heard of that happening before.

sure, it found the right drivers... I made a clean Vista install...
