Windows speech folder and files

I found a huge folder called Windows speech folder with disk space analyzer and I am wondering if it is okay to delete the folder or at least the files inside. If this is related to speech recognition I never use the Windows one only the Google voice mail plug-in. The folder is taking up 500 megs.
I can't find a specific enough tutorial by Googling this topic and don't want to wreck my Machine.

Welcome try to deactivate hopefully should have the same effect as deletion

Go to Speech recognition bar and right click on mic and then uncheck on: listen to everything I say.
Then on options uncheck run at start up.
If not run at startup, it should be ok.

Then Go to search type msconfig then go to startup and be sure it is not there and checked.

Try and report results

Where can I find the speech function folder? I want to know so I may add a voice to my system's text-to-speech program.

Go to search and type speech recognition.
It should just pop up. Then click when you see it.
