I would suggest going to Tools, Internet Options, Advanced and Restore Advanced Settings in IE. It sounds like one of the options there has changed.

Have you tried other computers on your network? Do you have both synaptic and advanced system care installed? Multiple anti-viruses and firewalls can conflict and cause problems. Also under accessories you should see a shortcut of IE no add-ons. Try that.
To reset IE settings from control panel click on internet options. Click on the advanced tab and then the reset button. Under the connections tab click on lan settings. Make sure that the box beside "use a proxy server for your lan" is NOT checked unless you know for sure that you use a proxy connection. If it isn't checked change automatically detect settings.
Yes, the computer I have been posting here on is wired into the router. The wireless is not the issue because phones and a tablet are connected to it and they work fine.
I've done multiple virus scans and disabled any scanner not being used when another was. I've disabled all firewalls, with no change. I've also did the no add-ons IE, someone previously suggested it.
I prefer IE 8. You might try it just to see if it makes any difference. You would uninstall IE 9 first.
