Solved BSOD IRQL error on startup

Ok, so here's the thing:
I am trying to fix a computer that suddenly started to BSOD with IRQL_NOT_LESS_OR_EQUAL. Near as I can tell the computer is a Core 2 Duo with 3 gigs of RAM, and it has Windows Vista 32 Bit Home Premium... It's not my system, it is owned by the wife of a friend of mine. I've checked out some of the diagnostics that the computer has on board and related to IRQ and some of the hard drive (Dells have become so advanced it's not funny) I had some time constraints so I couldn't finish all of the on board tests... Will be doing that later.I don't know what was going on when it started giving the error, but when the computer restarted after the first error, the error just keeps coming up... tried system Restore, no dice... Tried a fresh Windows install, no dice...Tried a full disk wipe install, no dice.... I cannot run any tools on that computer unless the tools themselves can boot the computer (Some memtest tools can do this.) I suspect, and this is just from what I've seen, that the board may be going.

I can't collect that information on the computer I'm working on, Windows will not boot... will go to start, pass the sliding bar screen, goes blank and then BSODs

What are you referring to? on the hard drive? there is nothing but the Windows install (Full wipe install= Hard drive was formatted at the start of the Windows Installation) Windows Setup will not finish because it will not load past the sliding bar (Black screen with a bar that crawls along the bottom) I'm trying to find out on a site referred on here that might cure it but I need to find the exact specs on the computer (No easy feat)

I have the computer model and service tag but it doesn't narrow down the specs much... The computer could be a Intel Core 2 Quad, Core 2 duo, or a Dual-core.
I'm gonna mark this as solved because I got the issue to disappear. I think what had happened was that a piece of hardware failed (a Wireless network PCI card) and Windows was trying to install the drivers even though the card was detected but not working. I also, in the same frame removed the partition the C: drive used and reinstated it, formatting it again.
