Okay, I'm hoping someone can help me out with this.
The start screen comes up, but when I click "play" a small black window titled Oblivion comes up. However, it will not let me enlarge the window or change from simply a black screen. It says it is not responding in task manager, and I have to end the program.
I have an Inspiron 1420 with Vista. I checked and my system meets all minimum requirements, and my video card driver is up to date.
Help anyone, please?

No I have not, but I purchased the Game of the Year Edition. I have not yet installed Shivering Isles and Knights of the Nine, should I install them?
Oblivion worked the first day I installed it, but then stopped. I'm unaware of what might have changed it.

If you install them it will install the patch from the website before installing. Also try and see if run as admin gets you farther than usual.

Right click on the shortcut and select run as administrator.

Okay, I've installed Shivering Isles and Knights of the Nine and attempted running as an administrator. Neither one got me any further on the game.

Ok try deleting the folder for oblivion in the documents/my games folder.

Try running it with windows xp compatability.
Only other thing I can think of is deleting everything todo with Oblivion and reinstalling because something seems to have gotten corrupt.
