Hello Axeus, and welcome to Vista Forums.

If you mean this tutorial: http://www.vistax64.com/tutorials/151020-screen-saver-add-remove-option.html , then you just need to download and merge the Add_Screen_Saver_Option.reg file from it to add the Screen Saver option back to Personalize.

Since you installed a 3rd party screen saver, you may have a option for it listed in Programs and Features to select to uninstall it.

http://www.vistax64.com/tutorials/123397-uninstall-change-program.html

You should also run a very thorough antivirus and spyware scan to help make sure your computer is clean.

Hope this helps,
Shawn

Re: your system administrator has been disabled launching of the display settings con

Axeus,

You may need to do some manual digging for it. Screensavers that are included in the list are usually located in the C:\Windows\System32 folder. Once you open this folder, type *.scr in the search box in the upper right corner of Windows Explorer. This will list every screensaver in that folder. See if the ParisHilton screensaver is listed. If it is, then you can just delete it.

Hope this helps,
Shawn

Re: your system administrator has been disabled launching of the display settings con

Hi Axeus,

Have you tried using 'System Restore' (SR) to restore your system to its state prior to you installing this screen-saver? If this works, turn off SR and scan your system using your anti-malware programs, allowing them to automatically fix any issues that they find. When you have finished scanning your system, turn SR back on and create a manual restore point. The reason for turning SR off is to prevent malware from being able to be restored via a restore point.

Your welcome SIW2,

Well, for the default ones that came with Vista, this could be normal since they are owned by System and were not installed by your user account. Usually only the screensavers that were installed by you would allow full permission to delete them without having to take ownership. :geek:

Thanks Shawn,

Yes, that's what I thought - but I didn't have to Take Ownership to delete Vista Wallpapers - she must think deleting programs is more hazardous than deleting pictures.

While I've got your attention - can you figure out what' s going on with this guy's installation dvd's ?

Re: your system administrator has been disabled launching of the display settings con

im not sure if anyone still checks on this thread for any new posts, or how this forum works, but ive exhausted all other resources and im pretty tired of looking around and finding nothing useful..hope you guys can help lol. my issue is more or less the same as the original poster, im using a desktop pc, running windows vista home Premium, 2gigs of ram 500gb hardrive. The other day I realized my computer monitor was off, upon going to turn it back on I bumped my mouse and saw that it was just a dark screen saver, this was odd to me because I never use a screen saver, so I went to my control panel and clicked the "Change Screen Saver" option and got the message "your system administrator has disabled launching of Display Settings Control Panel." and a similar message when i tried to change my background..Now, Im the only user of this computer and I know for a fact im the admin, there is only one account on the computer and that of course, is mine. ive had the guest account off since day one and there is no password to access my admin profile. Also, ive been getting a message saying my display drivers have stopped working but have now recovered..im willing to take any help I can get with this issue, and if there is any way it can be resolved without using a system restore would be great, I just dont want to lose all my music and have to reinstall the new WoW patch..thanks in advance to all those who helped me. And if there is any free anti spyware/virus/adware programs besides avast or avg that are helpful please let me know, sorry for the length of this post, im just trying to be as specific as possible..

Hi Jmfour20,

A system Restore only restores the Windows system itself, It doesn't touch your games or files and never will...It is safe to use ;)

Check this registry key and make sure its set to Disabled, This registry key is used to block access to the Display Settings ;)

User Key:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System]

System Key:
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System]

Value Name: NoDispCPL
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disabled, 1 = enabled)
(you want 0 for Disabled)

Exit your registry, you may need to restart or log out before the change takes effect...

About your Display Driver crashes...What`s the driver date and type/name/model of graphics card do you have?

Steven

Re: your system administrator has been disabled launching of the display settings con

I appreciate the advice, how would I go about accessing the keys you were talking about, I dont know how to do most technical things with computers, I know a little bit but nothing much..for my graphics card, its an Nvidia GeForce 7500le, I know there is an nvidia update for my card but when I went to install it, it somehow downgraded me from my home premium, my display settings were all different and I could no longer enable transparency in my windows, and when windows were minimized it wouldnt let me view them via toolbar anymore, so I did a system restore and undid the install, I tried installing it again hoping for a different result, and still got the same thing, so again, im lost lol.

Re: your system administrator has been disabled launching of the display settings con

Hi jmfour20, Microsoft On-line suggest the following remedy.

The problem is that “Display in Control Panel” has been removed in Group Policy.

To fix it, please try the following steps:

1. Run “gpedit.msc” to open Group Policy Object Editor.

2. Navigate to “User Configuration” – “Administrative Template” – “Control Panel” – “Display”

3. In the right pane, double-click “Remove Display in Control Panel”.

4. Change the setting to “Not configured”.

5. Open a command prompt, run “gpupdate /force”.

If this fails the consensus opinion seems be be that it is a spyware or antivirus problem. Their advice is to go to the restore point BEFORE you installed such programs (if you did?) or BEFORE you encountered the problem and do a system restore.

Re: your system administrator has been disabled launching of the display settings con

Hi jmfour20,

Both Norm and Steven have offered advice that accomplishes the same thing. If you have a version of Vista that includes the Group Policy Editor (Business/Ultimate), then the method given by Norm is the easiest to implement. If not, then you will have to do it manually as instructed by Steven.
To make this easier, here is a batch file based on the instructions from Steven - for further details on registry editing, see the following Tutorial: http://www.vistax64.com/tutorials/178285-registry-editing.html
Incidentally, if you have any problems regarding aspects of Vista, have a look here: Tutorials - Vista Forums They are a wealth of useful information.
Code:
@ECHO OFF
REG ADD "HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System" /v "NoDispCPL" /t REG_DWORD /d 0x00000000 /f
REG ADD "HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System" /v "NoDispCPL" /t REG_DWORD /d 0x00000000 /f
To create this file, use 'Notepad' (copy and paste the code). The file MUST be structured with the syntax as shown above. Give the file a meaningful name and save it with a '.bat' suffix. I suggest that you save it in the 'Public Documents' folder. To enter the data in the file into the registry, simply click on it. If you get an error, right click on the file and select 'Run as administrator'. When you provide administrative credentials, the file should execute. Of course, you could use an account with administrative privileges.

Re: your system administrator has been disabled launching of the display settings con

hello brink,

thanks for your support, I had anothe problem, I bought my laptop to a well known shopping mall here in korea, when I bought this laptop, I assume that everything installed on my newly acquired laptop is original one, but, after 4 months, (im not quite sure) my screen became dark, and message appears that im maybe a victim of counterfiet windows (sorry about my spelling). I tried to input again the product that is can be seen on my computer, but i cannot registered it anymore, it said that i should acquired original windows, with this problem, is the store where I bhought this laptop is liable for selling fake windows installed??? I still have warranty, I want to make sure that they will take necessary action with this problems,

thanks,

Hello axeusy2k, That is Microsoft's new anti-piracy safeguard. You most likely do have a pirated copy. In most countries this is illegal, and the sale of pirated copies is also illegal. I am pretty sure the Store is required to give you a legal copy of Windows if you ask. If you can prove they sold it to you you could also take other action to make sure they do.

I still have warranty, I want to make sure that they will take necessary action with this problems,

thanks,

Hello Axeus,

It sound like you are in Reduced Functionality Mode. This tutorial will help show you how to get out of this until you can validate your Product Key Number and activate it with Vista.

Hope this helps,
Shawn

Hi Axeus,

If it turns out that your copy of Windows is not genuine, suggest you return it to the store. They may not be aware of it, and hopefully will replace it for you.

Alternatively, you can report it to Microsoft - they are pretty good about giving genuine copies to those who have been misled into purchasing pirated ones.

Hope it helps

Re: your system administrator has been disabled launching of the display settings con

It didn't work for me... Apparently, i can't change my wallpaper, screen saver, desktop icons(my recycle bin is a shortcut now), it always writes 'the system administrator has disabled the lauching of the display settings control panel', so can you help me please, as i've searching for a solution for a long time.
