Could you take a screenshot of these locations in the registry and attach them back in a post? It will help determine if you have another policy setting in there somewhere that may be causing this for you. Be sure to include everything listed in the right pane at these locations in the screenshot.

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

and

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System

Prozvsconz,

It will be the NoDispCPL item in the second screenshot that should not be there. It looks like it is the one causing this. The reg file below will delete it for you. Just download the reg file to your desktop, right click on it and click on Merge, approve it, and restart the computer.

Ok, the ActiveDesktop key should not be there either. This reg file will delete it for you. Restart the computer afterwards.

Ok, this reg file below will restore the HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies location back to default, but first you should create a restore point to be safe in case you want or need to undo this.

Restart the computer afterwards to apply.
