I have no idea...

Thankyou for reading this, it's kinda a long read, and I'm happy you have the patience for this.
I have been struggling with my computer for weeks now, just getting annoyed. I have a Dell Inspiron 531, the Athlon 64 version, and my computer is all screwed up i think. I have never had it connected to internet, and it isn't now. However when I try to connect it, it doesn't immediately connect (through cables), and when I try to make it connect, it doesn't work, I'm pretty sure it doesn't recognize the modem for whatever reason. That's 1 problem, but I get constant blue screens on programs I can run, that say something about Kernel errors or something like that, problem 2. I have many programs I can't even run because it says the environment option entered wasn't found, problem 3. A lot of my admin programs have shields next to them form which I understand is UAC, and when I click on any of shielded programs, it doesn't bring anything up, the little wheel thing spins than goes away, and nothing, nothing comes up and nothing happens, problem 4. On some programs I click on, a popup comes up saying something like the system couldn't find the (file) make sure it's typed correctly than try again. Trying again doesn't do anything, so I can't even get to those files, Problem 5. I wanted to try to restore to factory default, maybe to kill any viruses if I have any, but I can't because I can't run the program because of that environment error, Problem 6.

Am I just screwed, and I need to save up for a new computer, or can I somehow miraculously fix this, cause I am just overly frustrated. Any help is appreciated, and thanks again for reading this lengthy problem.
