What is .NET Runtime Optimization Service? How do I stop it?

I see I'm the only one in the world left using Vista. Well, I can't upgrade (not now, anyway) and need to finish my thesis (so I can get a good job so I can afford a new PC with Win8 - or Win9 by then).

In trying to fix another problem, I created two others. One of which is that when I start Vista, I get the messagebox ".NET Runtime optimization service stopped working and was closed".

I am told that I probably don't need this service and I could disable it.

But what does it do?

I clicked Start and typed "Services" to start the services app. I do not see a service in here called .NET Optimization, or anything with a similar name. How do I disable this service?
